Why this train is not having reservation for 2S class? Why all are given as UR coaches?

They are on temporary basis.

Specially in 20402, if you come after 17:00 at Charbagh then you are not gonna seat in General. You have to travel by standing inside the coach.
2S shall be increased so that seat confirmation will be there and passenger can board by coming 10 min prior to departure.
Same applies in SL and 3A as well.

It shall be full length 24 Coaches ICF Train with 8 General, 8 2S, 2 SLR, 2 3A, 2 CC, and 2 SL.

when 14227/28 & 24227/28 Varuna was cancelled and 20401/02 Shuttle was inaugurated post covid,
It should have been announced with max 2S + 1 or 2 CC (as per requirement) and GS as per requirement.
