I don't think it's downgrade,rly increased SF avg speed to = or + 63 so train with less than 63 will be mail express and fare will be reduced

Agree
In my opinion that decision is good. Since edges we have been paying sf charges for slow trains which are normal in priorities. Every other train is a sf today. Ir has actually raised it's standard of categorising sfs by converting trains into mail express which will pave the way of introducing some classy trains with better priorities and speed in future.
