I don't think much speedup is possible in SC VSG direction at the most maybe 30 minutes but in VSG SC direction train is too slow atleast 2 hours speed up can be done by delaying departure at 11.00 am from VSG.

You are permament resident of Goa but the fact is 80% of tourists to Goa head to North Goa beaches of Baga and Anjuna and stay there. When you check the occupancy of trains from Mumbai 80% getdown by Karmali and same is the case of travellers by bus. All the buses from Hyd and Benguluru head to main Panjim Bus stand and 80% getting there. The problem in Goa is the railhead are not to tourist destination Panj Mandovi bridge be it permem or Karmali about 10km from Panjim Bus stand, Madgaon being in central Goa is 20 km.

Done but tourists are not the only ones coming to Goa. Migrants also come and go and they are spread across the state with almost half of the people residing at Vasco Da Gama and suburbs being non Goan natives and it's not like only tourists from other states come to Goa the reverse is also true.
Also Karmali is not some big urban area it's just a small village with not even a proper bus stand. Karmali even then has better rail connectivity to than Vasco Da Gama because of Konkan Railways. First of all Vasco is not getting new trains because of Ghat restrictions via Braganza Ghats and KR don't allow trains to VSG via their routes and once

Let tourists get down at Madgaon or Vasco and go to Panjim it's. Panjim to Margao it's 34kms and Panjim to Vasco it's 29kms. Besides there is the old bus stand just few metres away from Vasco railway station from where you can get non stop buses to Panjim and Margao both.
Terminal facilities are better at Vasco Da Gama compared to Karmali and train will be trolled due to entire single line from MAO to Karmali whereas Vasco to Madgaon almost 50% line is doubled and remaining will be done in next one year time.

How many premium trains do KRCL have of their own?

Madgaon has 2 pitlines with automatic coach washing whereas Vasco has only single operational one with no automatic coach washing then why are more trains undergoing PM at Vasco then at Madgaon ?

has KR never developed Ratnagiri with proper terminal facilities ? even the pitline there is dilapidated now I think. Also why no terminal facilities at Karwar inspite of repeated demands by people from Coastal Karnataka ?

This, had Railways would have planned carefully. They could have diverted the passengers who travel to Goa via bus or flight.

But the timing they have choosen, is of no benefit to the tourists. So people will be forced to keep opting bus or air travel instead.
