This train should ideally have gone upto LJN though I doubt that'll ever happen due to platform constraints at LJN, time constraint for this train[has 1 hour TAT time and taking it to LJN will squeeze that furthur] plus IR terminates it at GTNR to artificially reduce time on paper[just like how DEC-JP VB is run from Delhi Cantt instead of DLI or NDLS].

I think weeklies like GTNR-Godda, GTNR-KYQ and trains with comparatively lesser patronage like GTNR-CI is a decent way to start. They can slowly roll out NEW east bound trains from this station, especially when LJN churns itself to capacity.
