I heard that tatkal wait listed tickets get more priority to confirm that normal wait listed ticket? If so is that mean after exhausting all tatkal wait-list normal waitlist are given left out berths? I have witness tatkal wait listed tickets got confirmed but not general wait-list having almost similar waiting list number.

It has now been reversed atleast officially ,and normal Pax will get priority in case Xtra coaches are attached..
RDB is correct as always, now on regular passengers will get preference not tatkal passengers
This is a very good change. The ones who have booked the earliest must get preference.
