what if a person doesn't have a id proof except d college id card n that too without any serial number,can't he book a tatkal ticket using that college id,will that be accepted

Last year I too tried to book ticket with my clg. i-card even i was not allowed, my card even had a serial no.
Later on when I asked them about it i was told that only clg. i cards issued by government colleges are allowed
