As for distance restrictions, I have clearly stated look up the rules in other TTs. They cannot be so widely different as to be totally at divergence with other Zones.
I think you forget that the broad guidelines are laid down by the Railway Board, and we in the Zonal Railways have to follow that or we are hauled up.

alone have not been travelling Mr Vinay. I have been travelling for nearly 49 years of my 54 years of my life so far, in all classes, with and without reservation., and on all trains.. including locos as in locomotives.
So I request you to refrain from making remarks such as based on research (mainly student) etc. This is the FIRST time I am losing my temper at your language.

are regular traveller & so BE-LKO (Even @ morning hour, u find many guyz purchasing First Class Ticket @ UTS Counterto board Rajdhani @ CNB)
TTE issue receipt against fine & to think only we are aware about rules, is to think whole MST/Regular traveller do have lots of money to throw (& TTE can never fine against rule & receipt is proof of rule been followed)
Puri & Lichchavi is my own experience, in which i asked TTE y not ALJN or TDL. He simply responded, ticket making isnt allowed this way for these stations.
While i travelled in Marudhar (SLN-LKO/141 KM: UTS-3A) without extra distance charge, as 141 KM was sufficing minimum charge!!
CHARGE RECEIPT IS FULL-PROOF, THT U ARNT BEEN CHARGED WORNG!!
Further, when Mr. Venkat defined about restriction existing in several trains @ SCR, sill debating its non-existence seems unjustfied!! (Even, for SCR train, SR rule shouldnt have then be posted by u - while i also mentioned, in SR many trains have SL deemed as Unreserved @ Day time)
