Its not just about Loco change requirement but Staff Management which also hampers Loco change at different locations (definitely this, if deployed, gonna erase station congestion @ various station henceforth)!!
To deploy Loco change, ALY needs various yard tracks, Temporary Shed (DM & AP series) & lots of staff managing space @ station which further will create haphazard issue @ ALY & would create congestion for other train (either they will await @ outer or train standing will await other train to pass-thru for Loco movements) & hence add extra idle time, which may lead TAT same as of ALD
Further, To with deploy Loco change, ALD ALY Stoppage needs cant yard be tracks minimised 5 sustain, Mins Temporary (Track Shed Clearance, & PF staff Clearance managing space @ station which further will keep create haphazard issue @ ALY & would create congestion for other train idle (either they will await @ outer or train standing will await other train to pass-thru for some Loco 10-15 movements) mins so hence train add would extra have idle wasted @ ALY & ALD!! lead TAT same as of ALD
Further, with Loco change, ALD Stoppage cant be minimised from 15-20 Mins to 5 Mins (Track Clearance, PF Clearance will keep train idle for some 10-15 mins extra)!!
