a simple Rs 100 bill is all what is takes for gaurds/loco pilots to overlook the warning. have been to that place several times, recently was there in july. the sight was same as usual from Kulem to Doodhsagar
and no trains stops at doodhsagar. ok. catching a goods trains or a loco is still popular means to reach there.
Not everywhere u can find such images.
Not everywhere u can find the avg bus frequency to 3-4 hrs.
Not everywhere u can find people boarding a freight even though their specific train is running late.
Luckily these passengers above weren't caught by the authorities, the crew will face a minor heat from rail authorities. some maybe ignorant on such situations. ...

Sri Krissh Ji, I think to ease congestion Rly will allow people to travel in flat-bed wagons & empty BCNA...after all the risk associated is very less..& if anyhow empty wagons are travelling for 400-500 km for their next loading terminal then whats the issue if they can carry a few passengers on them...??? Other than running passenger train,it's a convenient option considering the section controller's point of view.
Officially IR restricts it.
But even though Authorities allow it despite these restrictions, then its their own fate.
Warnings will b given to the crew in either ways and if they don't, then its their luck.
