There is no point putting the blame on each other. What has happened is happened. These poor lives will not return back just by shifting the blame. These Jumbo accidents are increasing every other day in the said line. It is high time that the state Government, Central Government and the Railways should act together and work out a solution to prevent these accidents in future.

1. It can plan on creating a few underground passages to these jumbos every 500 m or so, such that there will be

no need for them to cross tracks

2. Identify the type of flora & fauna that these tuskers genarally feed on and if needed be replant the flora in such a way that there will be no need for tuskers to enter the rail line.... IF needed be it will only cross the tracks via subways

3. Step up vigil of forest officers and rangers to timely report movement of tuskers especially at night time when visibility is low. The responsibility will be highest on them n they will be held for any such accidents thereafter...

4. LP can be advised to honk / whistle every 30 seconds throughout the forest area. A pilot loco can run every hour to see if any elephant has strayed on the tracks and then clear them away....

See as per your data going with a speed of 50 Km/Hr is not adequate to avert such kind of mishap... Now looking at the severity of the issue... Govt. Of India should come and make some co-ordination between other bodies to come up a feasible solution...
.
With an immediate effect doubling work is to be completed between NJP and New Coochbehar...
