I guess local is better than Metro, with heavy luggage one can face more difficulty in metro.
indian railways is extremely bad at providing accessible platforms and coaches.
if you have used the delhi metro airport line, you would know. it is world class.
they had a few financial issues because it was given out to private parties but now its back in the hands of delhi metro

mmts is a lot more difficult to construct as you have to acquire a lot more land.
also the coaches and facilities will be below standards. not befitting of the hyderabad airport.
any project taken up by the railways will take forever.
they are extremely slow in even building simple RoBs

There is already rail route till Shamshabad, all it needs to double and electrify it. Even if its below the standards, they can first try with MMTS. The rich people can take airport taxi if they dont like MMTS.
you need a reliable, efficient rail system to the airport. and more importantly completed on time.
the last thing you want is for such a system to run on tax payer money considering it is going to serve the upper middle classes.
going the mmts way is going to result in this taking forever and in the end will take a lot more time to implement.
