Slack and bypass together inseparable and very spl to this one.

The 02251 special everytime took 2.5-3 hrs from ASN-DGR so the slack seems appropriate...ER should try to run max trains via HWH if not then via Bhattanagar Chord Link...UDL-DGR-ASN by-pass is a time consuming depot.
The ultimate benefit is not passed on to end -to-end passengers.So by pass reason is silly and illogical.
