Mr. Goyal face an uphill task as RM, as the biggest challenge at present is to tame the bureaucracy & union and bring in improvements in work culture & organisational structure, which none of RMs (including Mr. Prabhu) could do in past. Need of the hour is is efficient utilisation of vast resources- funds, manpower, trains, projects etc deployed in IR. The funds automatically flow to the organisations who manage them well and to projects which are profitable.
