The loss would be based on volume. AC2 would be less loss making then AC1 when compared with absolute number of coaches. Reason: AC1 is not available in many trains and many trains have half AC1 coaches.
Latest data of 2019-20 indicates that total 25 lac paxs travelled in AC1 against 3 crores in AC2 & 11 crores in AC3. So loss per pax in AC1 is about 2.5-3 times than that of AC2
Kindly read the text too. 1600 cr concession is given to various quotas. No AC classes will get loss at good occupancy without concession. Dont think IR will touch AC.
