I dont think the WL passenger will be allowed to board the train.
The waitlisted person CANNOT board. Partially confirmed e-tickets do not get cancelled automatically. ... they will be treated as without ticket and charged as per extant
DISAGREE.
Authorization to board the train:
Passengers with Confirmed E ticket are permitted to board the train.Their names will appear on the chart.
Names of passengers with Partially Waitlisted/Confirmed/RAC will appear on the chart (including the Waitlisted passengers). They are allowed to board the train.
