Indore: The pace of working of railway’s construction department can be exampled in the best way by looking at its three major projects concerned with the city. The projects have crossed the target duration of their completion four years back, but on ground, all the three projects could achieve progress merely 0 to 20 per cent so far.
The most unfortunate part is that despite on shortage of funds, officials are not showing will to expedite the work in execution of the projects and making way to escalation of the cost of them.

a government of India undertaking is the single operator in the country to run trains services, which receives pre-payments from passengers and customers, who book their cargo-parcel with railway. But, the reluctance of high ranking officials of the railways is keeping the city and passengers in dark from getting the expanded facilities. These officials are also giving a great dent to the railway by delaying the projects as cost continues to shoot up.
Official sources of the railway informed that about eight crucial projects are underway to further development of railway facilities in the city. Out of that, three projects including Indore-Dahod, Dhar-Chhota Udaipur new rail line and Mhow-Khandwa gauge conversion projects, which were rolled out in 2008 by then Prime Minister Dr Manmohan Singh, had to be completed by December 2013.
However, the actual progress achieved in these projects is quite shameful. Even four years after crossing the deadline of completion, there is 0% progress on ground in case of 132-km long GC project of Mhow-Khandwa. Only 10% progress could be achieved in the 205-km long Indore-Dahod new rail line project.
Similarly, in 155-km long Dhar-Chhota Udaipur new rail line project, just about 20 per cent work could be completed till date near Alirajpur. The most unfortunate part is that railway is yet to ask the concerned district administration for even land acquisition.

LS speaker unhappy
Lokking at the tardy pace of progress of these projects, Lok Sabha speaker Sumitra Mahajan has drawn the attention of railway minister Piyush Goyal. In a letter written to Goyal, the speaker expressed her deep anguish on the way of working of Railways officials. She also highlighted that due to unnecessary delay the project cost is also getting escalated, which is ultimately going to give loss to Railways.

इंदौर. इंदौर-दाहोद रेल लाइन के लिए 10 साल पहले तीन गांवों के किसानों की लगभग सवा सौ हेक्टेयर जमीन रेलवे ने अधिग्रहित कर ली थी, लेकिन इन किसानों को करीब 20 करोड़ रुपए का मुआवजा अब तक नहीं मिला है। किसान अब रेलवे की संपत्ति कुर्क करवाकर वसूली की तैयारी कर रहे हैं।
- सोनवाय, भैंसलाय, टीही के किसानों की खेती की जमीन रेल लाइन के लिए 2007 में ली गई थी। अधिग्रहण के बाद जमीनों का सर्वे करवाया गया। किसानों के नाम और उनकी ली गई जमीन की जानकारी कागजों में दर्ज की गई, लेकिन मुआवजा कब और कैसे बंटेगा इसकी स्थिति साफ नहीं की।

सक्षम अधिकारी के पास भी रेलवे ने मुआवजा जमा नहीं करवाया। इससे परेशान किसानों ने अधिवक्ता जय हार्डिया के जरिए वसूली की कार्रवाई शुरू कराई है। रेलवे की 20 करोड़ रुपए की संपत्ति कुर्क करने के लिए जिला न्यायालय में बजावरी लगा दी है।
- किसानों की मुसीबत यह है कि जमीन का उपयोग भी किसान खेती के रूप में नहीं कर पा रहे हैं। रेलवे ने जमीन ले ली और उसका उपयोग भी रेल लाइन बनाने के रूप में शुरू कर दिया है। तीन गांवों के सौ से ज्यादा किसानों को जमीन का मुआवजा दिया जाना है।

640 करोड़ की योजना दो हजार करोड़ पार हो गई

- इंदौर-दाहोद लाइन की दूरी 202 किमी रहेगी। 2008 में तत्कालीन प्रधानमंत्री मनमोहन सिंह ने इसका भूमिपूजन किया था। उस समय प्रोजेक्ट की लागत 640 करोड़ रुपए आंकी गई थी, जो अब बढ़कर दो हजार करोड़ रुपए पहुंच गई है।
- 2022 तक अनुमान है कि यह रेल लाइन बिछ जाएगी, लेकिन जिस गति से काम चल रहा है प्रोजेक्ट में इससे कहीं ज्यादा समय लगेगा। वैसे पुरानी डेड लाइन के हिसाब से यह प्रोजेक्ट 2011 में ही पूरा हो जाना था।
- अधिग्रहण प्रक्रिया भी पूरी तरह नहीं हो पाई है। रेलवे को अभी करीब 130 किलोमीटर के लिए जमीन लेना है। यह हिस्सा धार-झाबुआ क्षेत्र का है। अभी इंदौर-टिही और दाहोद से कठवाड़ा के बीच करीब 50 किमी हिस्से में काम पूरा हुआ है।

Indore: Railway projects worth thousands of crores hit the roadblock due to inordinate delay in land acquisition. At least three projects in the division fall victim to such delays, which may overrun the estimated budget.
In a meeting held in September 2016 with high-ranking officials of the railways and district collectors, Lok Sabha Speaker Sumitra Mahajan instructed them to complete the task of land acquisition for Indore-Dahod and Dhar-Chhota Udaipur new rail line and Mhow-Khandwa gauge conversion projects within six months. Ajit Singh Narang of Malwa Chamber of Commerce and Industries, who is also a member of Western Railway’s Zonal Railway Users Consultative Committee (ZRUCC) and Jagmohan Verma, member of WR ZRUCC, expressed regret over slow pace of working of officials of the railway and district administration.
They said Indore-Dahod and Dhar-Chhota Udaipur new rail line project had to be completed by 2011, as while laying the foundation stone of the project in 2008 the then Prime Minister Dr Manmohan Singh had announced to complete the project in the scheduled period.
Similarly, the gauge conversion work of Mhow-Khandwa section had to be completed much earlier. But due to inordinate delay in land acquisition and not finalising alignment of the track in Mhow-Sanawad section, the project is getting delayed. Both the members of WR’s ZRUCC inform that the delay would escalate the project cost.
Narang and Verma said they requested Divisional Commissioner Sanjay Dubey to take note of the situation and held a meeting of all stake holders to review the progress of work and instruct officials to solve land acquisition matter soon.
