Because IR wants everyone to spend more money to travel in Third AC. Lucknow and Chandigarh have two trains offering direct connectivity. The one that goes from LKO via direct route has proper nos. of AC coaches and is people's first preference. But this train is folks second preference [ or even last after other intermediary trains are gone ]. Railways can easily increase SL coaches to deal with waiting lists here but they won't. They can decrease AC coaches [ check it's seat availability; AC sometimes is available for the next day whilst SL is booked for couple of weeks ] since this train isn't viable for it. But they won't. All IR officials need to do is check passenger data and how much each set of coaches[General, SL, Third AC, Second AC] has demand and optimize accordingly over time.
