Since when Ahmedabad is the capital of Gujarat ? I believe it’s Gandhinagar .
Your original question didn’t specify these T&C. By that kinda capital logic Dibrugarh also makes sense as “kinda capital” because Itanagar is not connected.
Gandhinagar is basically a part of Ahmedabad, carved out especially for the capital. Similar to Dispur in Assam, carved out of Guwahati especially for capital.
Sir, Itanagar is far west than Dibrugarh. Moreover Dibrugarh is in Assam, not Arunachal. And unless I've been taught wrong information since my childhood, Jammu is the winter time capital of J&K.
Apart from Lucknow - Ranchi, Lucknow-Raipur is also woefully neglected.
Only one GR train runs and that too only twice a week. GR trains are a stupid thing to introduce as the first alternative. You don't introduce something that serves a specific subset of passengers right as the first train. A proper Mail/Express train with GN, SL,3A and 2A is much better than this GR.

Yes I have travelled in 11447 shaktipunj when it crosses billi jn twice and 20808 hirakud when it crosses sambalpur road twice
Naini junction used to be for Satna bound trains going towards DDU.
However post Chheoki bypass completion I don't think any train does that now.
