During Charting as per new rule now,all left out berths/seats from the hidden quotas are used to clear GNWL and then CKWL...Earlier it used to be reverse.

any idea why this rule got changed?

No idea but its a welcome change since many protested that GNWL people book their tickets from ARP and still was waitlisted for clearance but tatkal got undue advantage..

The decision came after a Jabalpur-based social activist Sanjeev Pandey filed a Public Interest Litigation (PIL) before High Court in first week of December last demanding that Railway Board (RB) circular, which gave priority to tatkal waiting list, be set aside on the ground that it was against natural justice.

Was that PIL for this one or in case of extra coaches sir???Anyways whatever it may be better justice is being done now.
