they probably can, but in those which had EOG system i.e. Exkrajdhani rakes, GR rakes etc which are EOG based.
There is a difference in equipments which prevents it from being used with normal ICF rakes as the all the motors/equipment used in fans and AC's are DC i.e DC motors whereas those in EOG based rakes are 3 phase induction motors
A huge reconfiguration would be needed to run standard ICF rakes on HOG supply, which would be expensive and ultimately an exercise in futility (as we are anyways converting to LHB)
