That is present scenario. But i think Biplob is asking about past 2-3 decades due to which it is not as developed as other parts. Bogibeel is still not complete, gauge conversion "finally" ended in some parts, Raj runs with e loco from BJU for more than a decade but still even BJU-KIR is not electrified etc.
Weather(highest Rainfall across anywhere in the country),Demography(difficult terrains) & EcoSystem(conflict b/w Man & Wildlife) are the three main reasons. But then so what? These three are also the factors that NFR remains the only eco friendly zone in IR with virgin beauty which attracts max no of potential tourists to NFR
1. MG Routes Got upgraded to BG Routes Very Late but After Upgradation The Route is Now A Big Problem to handle for NFR in LMG SCL Section.
2. Bogibeel Bridge not yet Completed
3. MPS is Not Increased
4. GHY HJI Section Is Fully Jumpy no work is been done to make it More Steady and Calm Travelling for Passenger's.

Progress is at non-satisfactory speed full Slow. Other Areas have been Developed but NFR is Still Behind.
Exactly. Demography like NE is there in other parts of India like South or North as well. But they have developed. Politicians have highly neglected this place.
