problem is lack of spending in infrastructure like dedicated lines for locals. if land is not available make provision for elevated corridor. if that is not feasible, then construct metros over major roads. There are lot of solutions but this is possible only if there is a political backing which is not there for the far flung areas like diva, badlapur, vasai-virar etc.

good point and seriously agree to what have been typed down. But like to add a point is .. even the people should contribute towards keeping the rails and roads safe.. hard to achieve is a fact though .. :(
