While scheduling itself, the time table will be fixed in such a way which will have huge slack. This will help railways achieve its target......Not sure if this criteria and scores will improve punctuality
After the existing huge slack also trains are running late. They measure the punctuality based on the End to End to basis. So in paper many are punctual. But if we take in between it may be running late by hours.
