BYPL-DPJ-SA electrification is already sanctioned. So lets wait for a couple of years and this is going to get eloco end to end. Its occupying ED PF for 20-25 minutes both sides and i think this decision is just to free up space a bit. With track maintenance going on everywhere this decision is also to reduce the delay a bit (by 5-10 minutes) from the current avg delay of 20-30 minutes...
