But if Centres are far off then they also have issues- they capture the seats of other reserved passengers, do chain pulling according to their whims & wishes and indulge in fights with authorities if authorities ask for tickets. Incidents like the one which happened in Indore happens every year.
They have issues in either of the situations.

In current situation, I think that may be a good idea. Regarding crowd, railways already have stats of how many students will go to which city from where, and acc to that stats, they ca run special trains. Regarding hooliganism, deal with it strongly. Rusticate the hooligans from exams for few years. Though this is easier said than done but something has to be done. Ek to vacancy nikalti nahi aur nikalti hai to aise logo ke chalte pura delay hota hai. August mein hona thha SSCCGL 2018, ab December se pehle hone se raha, due to malpractices in SSC CGL 2017.
* Cheating in board/recruitment exams is very much rampant in the two Northern states and there are gangs/touts who take money to facilitate cheating or deploying a brilliant student as proxy, in order to ensure success of their customers in getting through the exams. So established is the this business that some these gangs/touts had gone 1000 kms away to exam centres of other states with their customers(munna bhais), but are getting caught as there is no police support over there.
* Most important matter for Indian Railways is to recruit skilled, competent, sincere and honest candidates. Other difficulties like problems caused by the examinees at railway stations, difficulties faced by the examinees are not that important. Recruitment of cheaters is likely...

Problem is about illiteracy, awareness, lack of law and order. It is the problem of all over India no doubt contribution of Bihar is more than any other states resulting this kind of malpractices.
They like this, they think they can do anything anywhere in the world, they like to exasperate others. And this is India where government is still tutelage people not to litter or how to utilize garbage, where and how to do tatti(open defication) these are some relatively basic problems of India. All this because of above point I have mentioned. Even it happens in some parts of UP, Bhind-Morena region of MP, CG, MH, JH, etc. Still Bihar has more reason what I have found is illiteracy, less...
