यह योजना पुरानी पद्धति के एलएचबी कोचों में लागू होनी थी, लेकिन इनका प्रयोग लगातार कम होता जा रहा है। अब आईसीएफ कोचों का ही निर्माण हो रहा है। इस कारण ये रोक लगा दी गई।
I think he meant to say Ulta that ICF coaches usage is reducing and only LHB coaches are now getting manufactured..

That is right. IOH/POH facilities don't manufacture/assemble coaches of any types. They simply maintain/service whatever coaches are referred to them. News title is wrong.
