Kulali - Savalgi doubling update as on Oct 6, 2020 from RVNL CPM Mumbai :
Apparently there was an issue with a bridge in this section due to some local agitation. This issue has been resolved. Commissioning tolerances for the track is being achieved. Struggling with manpower shortages. Commissioning in Oct / Nov still appears in reach. Dates not confirmed yet.

Don't know, I have found this update on Twitter & shared screen shot.
Pophlaj Station closure has received approval from CRS. So it has been closed for starting the doubling. This news is confirmed by rvnlcpmpune and iss also present in the comments section of the above twitter post.
