is it possible to construct a BG Rail line from Kalka to Shimla 🤔

Not possible sir stayed for 2 years there in solan wont possible in any condition...
If IR is willing to spend several thousand crores on a ~80km line (enough money to construct 100's of kilometres or track on the plains), then yes.
The ghat section is very typical plus the road connection crossing railway line very compact lots of thing like make it impossible...
