Key Points:

SL EXP To have 1.5x to 2x price hike in comparison to regular trains
RS trains to continue as is.
Important trains to have the old CC Back.

More than order. I prefer timing and convenient differences. Janta type trains which caters mostly intermediate caterence can have SL and GEN in almost 50 50% and most convenient prime arrival and dep time in source and destination. Tentative CC be 1HA 2 B 5 SL 12 GEN
Normal SF can be intermediate with limited stops with more sleeper parts with slightly inconvenient timings to cater long distance passengers with edge prime convenient timings.

premium SF trains can have more AC coaches with fast caterence to E2E side and have non prime slot in source and destination
Tentative CC be 1HA1 3 A1 9 B 4SL 2 GEN PC
Highest premium AC SF can have VB kind of caterance with lot less stop and fastest between two city pair with more non prime slot for source and destination.
Tentative CC be 1H 5A 12B PC

So the idea of trying to make one train into 3 different types (regular/total sleeper/total general) and running them back to back is complex. One simple solution is, revert back RS and give CC as H1(If needed), A1, A2, B1, B2, B3, PC, S1 - S10. Next introduce One Antyodaya with total general coaches in that route. This would solve the problem. But from then rules must be very strict, no unreserved ticket holders should enter reserved coaches and strict ticket checking in Antyodaya. As of now not all routes are over crowded, certain routes like Kolkata Bengaluru, Kolkata Kerala, Bengaluru Patna, Bengaluru Lucknow, Hyderabad Patna, Mumbai to Bengal, UP, Bihar, NE, South to NE are extremely overcrowded. On these routes my suggestion should be implemented.

I am good with current way however few things needs to be done in future for stopping encroachment of unauthorized passengers in reserved classes.

1. Remove existing UR coaches and convert those in AC UR Coaches with fare is approximately same a Garib Rath CC class base fare.

Penalty for unauthorized passengers should be increased to 2000 from currently 250.

3. TTE and RPF must ensure that they need to reach target and arrest atleast some number of passengers and send those to Jail as punishment for travelling without valid ticket. This can be additional of fine as well.

4. I support increasing the AC coaches for long distance trains only . The trains in which average distance of passengers travelling is less then 200 kilometers should not use this composition.

7 SL & 7 3A Or 3E will be fine with fare hike in both of these classes (hike by 5 % in SL & GEN, 8% in 3A and 10% by 1A, 2A coz high earning pax can afford)
It will earn revenue as well
After all nation needs a development too but at a same time railway should think of poor pax who cannot afford to travel in AC class.

Also subsidized rates for BPL holders (one must have a valid BPL card as proof alongwith aadhar card while doing reservation) so that these pax will afford with 30% reduction of fares (applicable only for SL class train and not for those who booked via tatkal)

Unauthorized pax without valid ticked entering train will be heavy penalized say ₹2000 per person and 1 year of imprisonment. If the penalized pax misbehaves then imprisonment will be increased to 2 years (not allowed to travel in any coach including GEN class)

Passenger are not allowed to obstruct railway properties like breaking a window pane, vandalizing lights fan etc. If such found then it will be penalized with hefty fines. CCTV camera will be present in all coaches of the train including SL & GEN
In short new rule of rake standardization should be eliminated.
