Exactly same thing I am saying. Only the difference is most of the IRI members classify travellers based on class of travel not on the requirement of travellers but requirement is one of the biggest criteria which get simply ignored on the name of budget travelers.
Many members think that adding cheaper class coaches will help more passengers but actually it create issues for long distance travellers since short distance travellers also start booking in those long distance trains.
