The main problem is not only Waiting list passengers but passengers with UR ticket and ready to pay fine as well. How they will counter those? Increasing punishment charges or increasing fare?

Capacity addition and running trains as per the economic requirement of the traveller will only solve the problem. People are ready to pay difference to IR and additional Rs 200 to TTE as bribe. So iR should increase fares of SL as they will stay for the next 20 yrs.
