I think IR can pull those trains originating from Delhi which take LKO BSB (Via Sln) route. Changing a loco typically takes upto 20 or 25 minutes and most of the trains halt at MBD for 10 minutes, so even if 10 to 15 minutes will be wasted in changing the loco, but trains like Shramjeevi might save upto an hour upto BSB.
