Since the stretch between Moradabad and Ghaziabad (which is the part of Lucknow-New Dellhi route) is not electrified so far hence the trains will have to undergo loco change @ Moradabad from diesel to electric or vice versa, which will consume a lot of time. So the benefit of electric loco can not be reaped to its full extent. and that is the reason these trains (you mentioned) are still running on diesel locos.
PS- Regarding the plans, these trains will get electric locos only after the completion of Moradabad to Ghaziabad route electrification.

Is there any news about when this stretch (Moradabad - Ghaziabad) will be electrified?
Not much progress is made till now, only poles are erected near moradabad, will take at least 1 more year to be electrified and operational.
I think IR can pull those trains originating from Delhi which take LKO BSB (Via Sln) route. Changing a loco typically takes upto 20 or 25 minutes and most of the trains halt at MBD for 10 minutes, so even if 10 to 15 minutes will be wasted in changing the loco, but trains like Shramjeevi might save upto an hour upto BSB.
Electric locos on LKO-BSB route aren't operational as yet, moreover the whole route of ndls-lko-bsb doesn't have mps above 110km/hr, which is easily achievable by diesel loco.
So until and unless whole route electrifies, changing of loci at mb won't be of any use.
