IRCTC has collected data from people booking online. They know better than us, what percentage of people will shift to, 3AC & what percentage shifts to unreserved travel. My guess is that the later people is approx 25 to 30%, depending on route & all.The actual cost of SL is comparable to 3AC, but the former is heavily subsidized. The real poor are only those who have to shift to unreserved travel & cannot really afford AC. Majority of people don't travel long distance once or twice in a year, so, IRCTC feels this won't make much diffrence.

Railways must run more Jansadhran type trains with UNRESERVED SLEEPER COACHES. No Reservation means no requirement of TTE in Every 3 coaches, when Staff cost is a major component in Railway Cost.

The people who end up taking these decisions would hardly know the ground reality, passenger profile and so on. They may just look at the system data and hope that some passengers will upgrade to the next higher class . I think there is pressure for increasing revenues and whatever Railway board instructs, zones just seem to follow without even advising or informing the board whether it is right or wrong.
The biggest losers are sleeper class passengers who despite making reservations months in advance end up travelling in coaches which resemble general compartments.

Yes from a recent data it clearly shows occupancy of Nagpur Vandebharat is the lowest at about 53%. Clearly shows that every route is unique. Not everywhere will people spend excessively on AC travel. Some routes will clearly have non AC travel as a preferred option
