Looking at the visuals, it doesn't seem like a high speed crash. A goods train with momentum can cause that much damage.

But it should be investigated how two trains were given clearance, if by rule only one train should have been in that section, if LPs applied emergency brakes even at those slow speeds, et cetera.

It doesn't look like the accident is on a blind curve. I'm assuming the LP was not sleeping and emergency brakes applied. At 25kph, emergency brakes should be enough to prevent major damage. It seems here like it was at 50kph or so.

The section is having Automatic signalling, which failed since morning (i.e all signals were at ON position/Red signal). All trains were working on paper clearance.

The rule of paper clearance is:
A train (say a) can NOT be given paper clearance from a station (say x), until the train in front (say B) of it has completely arrived at the station

in advance (say y). After the above formality is over, the Station master of station y will give line clear with a private number to Station master of station x . Then the SM of station x will give paper clearance to a train to proceed to station y.

Here the Goods train (say a) seems to be given paper clearance, much before 13174 (say b) was received in the station in advance. Hence the drivers of the goods thought the section is clear & kept passing all signals at ON position until it dashed in rear of 13174. This is my assumption & the actual reason will be given in CRS report.

Paper clearance types for auto signal:
i) T/A 912: authority to pass auto signals during short time signal failure & other criterias present
ii) T/D 912: authority to pass auto signals during long time signal failure & other criterias present.

Keeping in mind safety of common public and to reduce the casualties, IR should attach extra parcel vans on both side of all passenger trains running with ICF rakes, till the time they are converted to LHB rakes bcoz Despite the advent of new technologies like kavach/ACD or advance signalling system IR system is unable to cope up with increased freight traffic load.
This may sound quite medicore but all other safety mechanism installation speed is quite slow across various sections.

Dude the work culture in India is like if you work more than your official shift you are considered a hard working person otherwise a person coming and leaving work on time is looked down upon. Thats across private and government sectors. No one cares about efficiency going down due to fatigue.

There's only so much we can do. We need more trains, but we also need coal, we need goods transported. With the exploding population, fertile land can't be compromised in the name of expansion.

When you're rewarded for showing profits, and when everyone thinks their jobs are mere quorum, then quality takes a hit. More working hours, less time for rejuvenation and maintenance, means more chances of mishaps.

Just gone through kavach or ATP anti collision technology and it works well in all three given scenarios of two trains running on same tracks, head on or back to back it activates when gap reduces below 350m.
So it would have had come handy in this situation

Then it should be installed across all heavy density traffic routes on priority basis.
Also VB production should take a backseat now and the goal of 100% LHB conversion trains should be given a priority now.
