PROBLEM
* Biggest bureaucratic problem of IR i.e. departmentalism where a division work to serve its own interest in flouting the general guidelines, which are necessary for smooth interdivisional operation of trains. Goods trains are often struck upon inter-divisional boundaries due to such practices and IR as a whole suffer. One division will try to save its 1 Rs even if the adjoining division loses 10Rs in the process. The ultimate sufferer is IR or the nation/people.

very easy to introduce a new train within a zone and difficult to introduce a new train passing through many zones. Zones here see their benefits/apportioned-earnings rather than the over all utility of the train, which is of paramount importance.
* The department i.e. IR play its own politics, i.e. to serve their own interests rather than to serving the passengers and people in right earnest. Practices of - providing saloons facilities,
- deployment of gangmen who are responsible for safety for doing household chores of officials,
- trains are diverted/given unscheduled stoppage to serve the family members of officials,
- giving undue importance to their residences (i.e. Rly HQs) in matter of stoppages & origination of new trains and planning new lines,
- lackadaisical attitude leading to operation of lossmaking trains for years,
- charging exorbitant fares (Suvidha/PT/specialfare/ tatkal etc) for poor services provided. People have no choice but to bear the arm-twisting by IR and to pay through their noses.
